Belly button piercing?

basically ive had my piercing for around 3months now and ive recently changed the bar. One day i took the bar out to clean it and i saw a small reddish/lightish lump next to the bottom whole of the piercing.. What causes this bump thing and how can i get rid of itt.. also my belly piercing gets quite a bit of crust on it and goes quite dry.. is it infected??
