How to make vegan pot pie crust?

I want to make mini vegan pot pies (large muffin size) and I need a recipe for the crust that uses oil and all-purpose flour. I don't have vegan shortening, pastry flour, cake flour, or yeast, and all the recipes seem to be asking for at least one of these -- is it possible to make it without them?
