You are right. She doesn't want to hurt the cat. What she needs is a good hook on that nose from kittys claws to break her of it. Puppy stages can be trying. I have had pups that were overly mouthy. I find a good smack on the nose and a firm "NO BITE!" works well for my pit bull pups.
